Demoted Dormont Chief's Appeal Hearing Set For Tuesday

Phil Ross is appealing council's decision to demote him to sergeant.

The appeals hearing for Phil Ross, whom council demoted from ’s police chief to sergeant, is scheduled for Tuesday.

The hearing before the borough’s civil service commission will be held at 7 p.m. in the gym, across from the municipal building because of the large turnout expected.

“We want the public to know how ridiculous this is and what a waste of time and money it is,” said Ross’ attorney, D. Scott Lautner.

Borough Manager Gino Rizza and Ian McMeans, the assistant manager, are expected to testify.

Ross will be there, but Lautner, said he’s unsure if he will present any evidence.

“The borough has the burden,” he said.

On March 7, to demote Ross. Councilwoman Joan Hodson voted against the demotion.

Council and the administration, on advice of council, have not stated the reasons for the demotion.

A statement released by the borough on March 10 said, "In taking any action related to its police department, the Dormont Borough Council intends to improve public safety and to insure that police services are provided efficiently and effectively."

The civil service commission has about 30 days to report its findings, Rizza said.
