Shouldn't we have received some kind of notice?

So, today, on the way home from work... I ran into part of my road being closed. I talked to neighbors. No one got any warning... no post cards, no door-hangers, no people knocking door-to-door.

The closest thing I can find to an announcement is this from the Dormont Boro website:

To Dormont Residents:  the Borough’s 2012 summer street paving project started the week of April 9 with the repair of catch basins and curbs on Annapolis Avenue between Kelton Avenue and Dormont Avenue and on Wainbell Avenue from Dormont Avenue to Biltmore Avenue.  This will cause intermittent disruptions to traffic flows in these areas for the next 2 to 3 weeks.  When possible, please select an alternate route to avoid the construction areas.

The 2012 Road Program will consist of:
3100 block of Wainbell Ave
Annapolis Ave from Dormont Ave to Kelton
Ave Irwin Alley from Annapolis Ave to Dell Ave

Did I read this wrong?  It's more than 2 or 3 weeks past April 9th, right?
