Former Police Chief Demoted to Patrolman
Council decision leads to second demotion for Ross
Dormont council on Tuesday demoted the former police chief from sergeant to patrolman, continuing what has been a tumultuous year for administration and public safety officials.
Phil Ross was demoted for the second time in a matter of months by a 4-3 vote. Eugene Barilla, Joan Hodson and John Maggio voted no.
“This decision has been handled poorly by the (council) president and vice president,” Maggio said.
The decision followed June hearings regarding the job performance of Ross, who has been on paid suspension since last month for previously telling officers to disconnect GPS units installed in patrol cars, according to previous reports. Ross said he gave the order at the direction of Mayor Tom Lloyd, who suggested the navigation devices were being used by borough Manager Gino Rizza to spy on police.
Rizza has denied the accusations.

No matter what they do to Officers Ross and Burke, they should still be recognized for the great work they do in this community. Unlike our council which as made Dormont a joke everywhere over the last few months. When people find out I am from Dormont they ask" what's wrong with that council there". Not "what's wrong with the police". Vote in November, your voice can be heard.

I thought Dormont politics could not get any worse than they were when Pat Scmotzer was mayor but I was wrong. This Council is spinning out of control and they are going to take this community with them. They can build their little park on West Liberty all they want but it is not going to bring new residents into the borough. If anything they will be driving people out of the borough. Then lets see how proud they are of themselves then, especially Laurie and Drew.

I once opined that Mrs. Schmotzer would go to meet her Maker eventually, and was chided by someone I very much admire that I should not make such statements, as should there be a person nasty enough to live forever, it would be her. I still think council is possessed by her spirit. Or maybe that was a segment on Paranormal States? I bet, in order to complete the current circus act, we could get the TV folks to set up shop and capture her on video tape.

Two demotions for Ross. Thats just grand. Was it for one alledged infraction ? I hear Council did their usual "deer in head lights routine" when citizans asked questions. I am not suprised. Kudo's to the Mayor for standing on his ground and not swearing in the guy Wilkinsburg tossed. $5500 is just too much money to sit behind a desk ! Leigh that unibomber logo thing is wayyyyy too funny. Can we expect another manafesto soon ? roflmao

Hey Leigh I just thought of something for your manafesto. If your so called demands are not met perhaps you can tell everyone that works in the boro that you are going to lock them in the gym building, install a disco ball, and play Muscrat Love over and over again for 72 straight hours until they cant take it any more and fall into one anothers arms crying "Im sorry, I love ya man " and peace and harmony are restored ! didn't anyone read my letter? here is an little of it...We should never be stuck on any one thing. We should have more self-awareness, control, power and flexibility to understand this. A very wise woman once said we have three constants in our lives: POWER, AWARENESS, and PERSPECTIVE.
We have the power to use them for good or for evil. You need to choose the correct path for yourself. If you pause every day and think about these things you’ll have the balance you had as a child to see the present clearly. If we are truly truthful with ourselves and look at ourselves in a 360-degree mirror we would see our inner-truth and know change is good. god forebid any1 who tries 2 ask a question in this boro. change is happening & it aint good, but it could b. i said i woulnt post anymore because everytime i do some 1 vandalizes the store but this has got 2 stop. (u all realize we all have our own options & no one should be punished for them) why cant we look at how things where & try 2 fix it than keep heaping on more lies. 2 sit atop of your perches & pass judjement is wrong. when some1 has that much "power" look at what happens.

you destroy peoples lives. so you dont like them is that any reason to destroy careeres or black ball them? if some1 gives their lives 2 a dangerous job or any job, & doesnt have a mark in over 27 yrs & all the sudden there a problem it just doesnt sound right. u say there r reasons & you hide behind curtain that u say u cant tell? well even though i cant vote here there r plenty of people who can & they deserve answers. why cant even certin council members even get the truth? why do u need 2 lawyers & 160 + an hour to help u? why cant we all just hear the basics? i think that every1 should look in that 360 degree mirror & do the righ thing. its not to late. have a session where u all sit down & work this out like adults. i looked in that mirror & saw things that i know need changed & im working on them. it will take time. i know every1 doesnt like me but thats not what life is about. its about trying 2 do the right thing. why cant you all see that. u guys want gino & ian, than go with that & make it work, have better communacation, their nice guys, let people see that. be more open. you want certin things to happen in the boro, go for it & get the grants, because the way this boro is spending money on lawyers we are going to need it, & make our community better. you want a better police department. look at the mess you created & fix it.

can we really afford to lose all our guys, they r the backbone thats keeps us all safe? than what will happen? will redisents & business have to sit out side their stores & houses evey night & protect it? you want happiness among every1 admit your mistakes because we all make them there is nothing wrong with that & move forward. dont keep penalizing people for some of your mistakes. did this matter spiral out of control? yes!!! so fix it. look at other boros & townships they all have issuses but none have acted the way our current council does & i dont understand it. your all very likeable & very smart people, u have the power to fix this the right way. please start doing that & please stop calling our mayor names. again all people deserve respect. would u like it if i called u a fuddy duddy? no? so why do u think its ok than. words hurt believe me i know so please please please find a netural ground & get this worked out. i saw a tee shirt that said " DORMONT THE NEW AWASOME" well lets take the steps to make it true, the right & decent way. & lets alll use our POWER, AWARENESS, and PERSPECTIVE to do good.

Well, Cassie, you are looking at a black cloud through rose colored glasses. At the end of the day, actually, you are quite correct. There IS an opportunity for Dormont Council to do the right thing, to restore Jim Burke to Sergeant, to restore Phil Ross. Unfortunately, as the pundits have written, power corrupts. Absolute power corrupts absolutely. Until you have a selfless and dedicated council without personal agendas, look for more of this lunacy in Dormont. Having lived there for 25 years, my heart is saddened by the mean spirited attacks on men who would lay down their lives for you. Can you begin to imagine what morale must be like in the police station. If you make the slighest of offhand comments, you may be fired or demoted. Considering that Dormont has a Borough Manager system of Government, housecleaning needs to start at the top. If the voters allow this council to remain in place, all of Dormont will share in the blame and the shame.

The demise of the Dormont Police Department has been a slow process beginning with the promotion of Rusell Mckibben to Chief. Mr. McKibben had some strengths but leadership and evaluation of charachter were not among them. He did not care about the charachter or morals of individual officers as long as they showed up for work. A Patrolman with weak moral charachter and a history of sick time abuse was promoted under his watch. You now see the results of that promotion. The Mayor and counsil were just followers under Mckibben's watch. There were no checks and balances as they were only a rubber stamp for his promotions and activity away from the department. It is critical for a small department to have strong effective leadership. Mistakes with promotion are magnified. While Patrolman Ross was Chief, another round of promotions took place with the recommendation from Mckibben the most influential factor. The civil service commission followed his recommendations for promotion and again an Officer with a checkered social past and lack of leadership ability was promoted. Again, you now see the results. Make no mistake that Dormont leadership including Police, Civil Service and Counsil is culpable and the borough is now paying the price. The house of cards has fallen.

Kevin, what results are you talking about? I've seen the inner workings of the borough for years and really have no idea what kinds of problems with the DPD you're talking about. Elaborate and substantiate your claim.
All I've seen are people who think their czars trying to hijack control of the police force. I can think of a few other historical figures that did the same thing, and the results that occurred...

The way dormont is treating this police office is a disgrace. I am glad I do not live there; however it is still heartbreaking to read about it and watch this circus unfold. Voters I hope you remember this in November!
